Egypt: Key Oil and Gas Players

Egypt has one of the longest histories of any modern state, inhabited since the 10th millennium BCE. Since 1517 it was ruled by Ottoman Turks, the French and then the British. The UK gave it nominal independence in 1922 but it was not until 1953 that the Egyptian Republic was declared. Britain withdrew from the Suez Canal in 1956.

Oil & Gas History

The first exploration well, Gemsa, was drilled in 1886 near the Gulf of Suez. In 1911 oil production began in the region, which became an important oil province when the Belayim field was discovered in 1955. Over 130 fields have been productive in the Gulf. The commencement of oil production from fields discovered in the Western Desert region in 1966 ensured that oil production would remain near plateau for many years.

Some gas is produced in both regions as well as onshore the Nile Delta but real growth in gas output has been from the offshore Delta where a series of deep water fields, first onstream in 2003, deliver gas to the local market and to an LNG plant for export.

Egypt’s oil and gas industry is a major backbone of the country’s economic prosperity and represents about a quarter of the country’s GDP. Egypt has enjoyed relative political stability since 2014; the government has launched ambitious macroeconomic reform programmes, which have helped the economy stabilise and improved the business environment in the country. The increase in optimism surrounding the Egyptian oil and gas market is supported by the elimination of fuel subsidies and new bid rounds and PSAs. 

Egypt struck fortune in 2015 with the discovery of the 850-bcm (30-tcf) super-giant Zohr gasfield in the Eastern Mediterranean, which at the time could meet more than half the country’s demand. Zohr represents the largest gas discovery ever made in Egypt and the Mediterranean. Led by Italian operator Eni, the country has continued to make significant offshore discoveries that point the country in the direction of becoming independent of energy imports and a regional petroleum hub.

KEY OIL & GAS PLAYERS

ADNOC

In February 2024, ADNOC and bp agreed to form a new joint venture (JV) in Egypt. The JV (51% bp and 49% ADNOC) will combine the pair’s deep technical capabilities and proven track records as it aims to grow a highly competitive gas portfolio.

As part of the agreement, bp will contribute its interests in three development concessions, as well as exploration agreements, in Egypt to the new JV.

Arcius Energy
In December 2024, bp and XRG reached financial close and completed formation of their new joint venture and international natural gas platform – Arcius Energy. Announced in February 2024, Arcius Energy is 51% owned by bp and 49% by XRG, ADNOC’s transformative investment company. The new joint venture will combine the pair’s deep technical capabilities and proven development track records as it aims to grow a highly competitive gas portfolio.

Arcius Energy, initially to operate in Egypt, includes interests assigned by bp across two development concessions, as well as exploration agreements.

APA CORPORATION

Apache has operated in Egypt for more than 27 years and is one of the largest American investors and the largest oil producer in the country. The company’s primary interests are in the Western Desert with high-impact exploration targets in both new and legacy acreage. Apache employs thousands of people in Egypt through its joint venture company.

At year-end 2023, the company held 5.3 million gross acres in six separate concessions. Approximately 67% of the company’s gross acreage in Egypt is undeveloped, providing considerable exploration and development opportunities for the future. The operations in Egypt, including a one-third noncontrolling interest, contributed 35% of 2023 production and 21% of year-end estimated proved reserves.

APEX INTERNATIONAL

Apex has interests in two operated exploration concessions, Southeast Meleiha and East Siwa (combined 535,665 acres, 2165 km²). The Company also have 25% non-operated interest in one additional exploration concession, South West Meleiha (346,240 acres, 1400 km²). 

Apex is executing an active exploration program, including acquiring new 3D seismic data, drilling exploration wells, and reprocessing existing 3D seismic data.

Reserves
The Company’s independent reserve auditors completed their assessment of reserves as of year-end 2023. Audited 2P reserves stood at 29.1 mmboe (Apex working interest) versus 25.5 mmboe at year-end 2022, an increase of 14%. This is in line with the Company’s internal estimates of approximately 30 million mmboe as of that date, and places Apex among the top 10 commercial reserves holders in the Western Desert as of that date.

Badr Petroleum Co. (BAPETCO)

The Badr Petroleum Co. (BAPETCO) is involved in the exploration and the production of oil and gas in the Western Desert region of Egypt.

bp

bp’s business in Egypt stretches back over 55 years. Total investments of approximately $30 billion make bp one of the largest foreign investors in the country. bp’s business in Egypt is primarily in oil and gas exploration and production.

To date, bp Egypt, in collaboration with the Gulf of Suez Petroleum Company (GUPCO), bp’s joint venture company with the Egyptian General Petroleum Company (EGPC), has produced almost 40% of Egypt’s entire oil production, and currently produces almost 10% of Egypt’s annual oil and condensate.

bp operates the major West Nile Delta (WND) gas development which currently produces around 900 million cubic feet per day (mmcfd) of gas and 27 thousand barrels per day (mbd) of condensate. The development includes five gas fields across the North Alexandria and West Mediterranean Deepwater offshore concession blocks in the Mediterranean Sea. 

bp has a strong presence in the East Nile Delta through its Pharaonic Petroleum Company (PhPC) joint venture and other partners’ operated assets.  PhPC is a major gas producer with current average production of around 450 mmcfd of gas as well as around 10 thousand barrel per day of condensate. Together with our partners, bp currently produces around 70% of Egypt’s gas.

In early 2017, bp acquired a 10% stake in the Shorouk Concession from Eni, which contains the Zohr gas field.

bp is a 33% shareholder of the UGDC, a natural gas liquids (NGL) plant extracting LPG and propane, in partnership with Eni/IEOC and GASCO (the Egyptian midstream gas distribution company).

bp is also present in Egypt’s Customers and Products sector through a 40% interest in the NGVC. Established in September 1995, NGVC was the first company in Africa and the Middle East to commercialize natural gas as an alternative fuel for vehicles.

Arcius Energy

CAPRICORN

In September 2021, the company together with consortium partner Cheiron, acquired a portfolio of upstream oil and gas production, development and exploration interests in the Western Desert, onshore Egypt.

Development activity in these concessions is guided by a broad portfolio of new well candidates and projects. Following a hiatus in drilling during the first half of 2024, activity recommenced in mid-year with three rigs allocated across the Bapetco concession areas. The focus of development activity is focused on the Abu Roash reservoir targets within the BED concession, where step-out and delineation wells continue to extend the field limits and add reserves. Much of the new well activity has been focused on this liquids-rich area which benefits from stacked reservoir targets. Within BED the consortium has been actively developing an inventory of additional opportunities to ensure continuity of development activity in this area.

In 2023, WI Egypt oil and gas production was 30,044 boepd, comprising 47% liquids; net entitlement sales volumes were 12,161 boepd.

CHERION

Cheiron and its affiliates have been operating in Egypt for almost 30 years and it currently produces around 50 kboepd (approximately 80% of which is from Egypt). The company operates a broad portfolio of producing and development assets in Egypt, in the Gulf of Suez, Western Desert and Nile Delta, and holds international assets Mexico and Romania.

In August 2023, Cheiron announced a new oil discovery in the Geisum and Tawila West Concession in the Gulf of Suez. Cheiron (through its PICO GOS affiliate) holds a 60% working interest and operatorship in the Concession, with Kufpec holding the remaining 40% interest.

CHEVRON

In December 2019, Chevron and Shell were awarded oil and gas exploration concessions in Egypt's first ever Red Sea licensing round.

Chevron was awarded Block 1 and Shell Block 2, while Block 4 was awarded jointly to Shell and the UAE's Mubadala Petroleum.

In January 2023, Chevron announced a significant new gas discovery at the Nargis-1 exploration well located in Nargis Offshore Area Concession, in the Eastern Mediterranean Sea, offshore Egypt.

In November 2024, QatarEnergy entered into an agreement with Chevron to acquire a 23% working interest in the concession agreement for the North El-Dabaa (H4) Block, in the Mediterranean Sea.

QatarEnergy has acquired a 23% interest, while Chevron (the operator) retains a 40% interest.

DANA GAS

Dana Gas Egypt (DGE) has been operating in Egypt since 2007, where it has focused on developing and providing natural gas and gas liquids, including condensate and liquified petroleum gas (LPG).

Since then, the Company drilled more than 30 exploration wells with a commercial success rate of over 60%, more than doubling the volume of recoverable hydrocarbons (gas and liquids). To be able to make this achievement, Dana Gas invested over $2 billion in Egypt and in that process, the Company created over $10 billion of value for the Egyptian economy as a whole.

DANA PETROLEUM

Dana Petroleum have four Concessions, three as Operator. South October, North Zeit Bay and South Wadi Dara are operated by PetroNefertiti, an Egyptian Joint Venture Company formed between the Egyptian General Petroleum Corporation (EGPC) and Dana Petroleum.

DRAGON OIL

Dragon Oil hold a 100% WI in ten producing concessions and 1 exploration block. Producing Concessions have a large number of wells and huge facility infrastructure that are operated by GUPCO, a 50:50 JV between Dragon Oil and EGPC. The Exploration block is in shallow water, depth ranging from 10 to 40 meters. Exploration activities in North East Ramadan have resulted in the recent discovery of Al Wasl field.

EGAS

The Egyptian Natural Gas Holding Company EGAS was established as an entity mandated to organize and manage all natural gas activities in Egypt.

Activities include: Prospecting, Drilling, Exploration, and Production development of natural gas, and other activities related to gas, such as processing, transportation, distribution in the domestic market, marketing, liquefaction and facilities.

EGPC

Egyptian General Petroleum Corporation- EGPC (الهيئة المصرية العامة للبترول) is a holding company which was established in 1956. At the foundation stage it was named General Petroleum Authority. It was renamed as Egyptian General Petroleum Corporation in 1962. EGPC owns 70% of shares in the Egyptian Natural Gas Company, as well as a 75% stake in the petroleum-industry support airline Petroleum Air Services.

EGPC also has interests in refining, exploration, production, drilling, transportation and storage of crude oil; production of lubricants and greases; provides man power supply; helicopter transportation services; engineering, procurement and construction for oil and gas projects; provides repair and maintenance services for machinery and equipment.

Nile Delta - Phase 11
In May 2024, Burullus Gas Company, the self-operated joint venture between Shell Egypt, the Egyptian Natural Gas Holding Company (EGAS), the Egyptian General Petroleum Corporation (EGPC) and Petronas, agreed to move forward with the development of Phase 11 in Egypt's Nile Delta in the Mediterranean Sea. The development project is located in the West Delta Deep Marine (WDDM) concession. 

GUPCO
The Gulf of Suez Petroleum Company (GUPCO) is a joint venture owned in equal shares by BP and EGPC. GUPCO is responsible for Oil and Gas production in the Gulf of Suez, the Western Desert and the Nile Delta.

ENAP SIPETROL

Enap Sipetrol in Egypt acts as operator in the East Ras Qattara block in the Western Desert, with a 50.5% stake. 

Several discoveries have been made in this Block since 2007. The commercial development of these discoveries is carried out by the joint venture formed by the contractor consortium and the Egyptian General Petroleum Corporation (EGPC), each party holding 50% of the shares.

ENERGEAN

Energean has been operating in Egypt since 2010. The company seeks opportunities to invest in country’s hydrocarbon sector and evaluates a wide range of onshore and offshore projects.

Abu Qir
The Abu Qir concession is the oldest gas production area in the Mediterranean Sea, located in the shallow waters of Abu Qir Bay in the West Nile Delta of Egypt. It remains one of the largest gas producing hubs in Egypt, and comprises three fields (Abu Qir, North Abu Qir and West Abu Qir) and a network of six production platforms interconnected by pipelines. Energean holds 100% W.I. in the concession.

North El Amriya and North Idku
The NEA and NI concessions are both 100% owned by Energean and whilst operated through separate 50/50 JV companies they both fall under the overall management of Abu Qir Petroleum.

NEA contains two discovered and appraised gas fields (Yazzi and Python). NI – which is split into northern 21 and southern areas – contains four discovered gas fields, one of which is readied for development. Both areas contain additional mapped but undrilled prospects. 

These fields were developed in 2023 as satellite fields to the Abu Qir gas-condensate offshore and onshore infrastructure. Multiple wells were completed and tied back to the North Abu Qir III platform. Production commenced December 2023.

ENI

Eni has been present in Egypt since 1954, where it operates through the subsidiary IEOC. The company is currently the country's leading producer with an equity production of hydrocarbons of approximately 350,000 barrels of oil equivalent per day. In line with the net-zero strategy by 2050, Eni is engaged in a series of initiatives aimed at decarbonizing the Egyptian energy sector, including the development of CCS plants, renewable energy plants, agro feedstock for bio refining and others.

Eni operates over a total developed and undeveloped area of 28,031 square kilometres (10,665 square kilometres net to Eni).

EXXONMOBIL

In December 2024, ExxonMobil announced plans to drill a new well in the North Marakia Offshore Concession, located in the Mediterranean Sea, marking a significant step in the Company’s strategic expansion within Egypt’s energy sector. This follows high-level discussions between Egypt’s Petroleum Minister, Karim Badwi, and ExxonMobil executives focused on enhancing collaboration in key areas such as production exports and refining the terms of profit-sharing agreements to ensure equitable benefits.

These efforts are part of ExxonMobil’s broader strategy to expand its operations in Egypt, with a focus on leveraging the country's growing role as a hub for energy and gas exploration in the Mediterranean region.

GUPCO (The Gulf of Suez Petroleum Company)

GUPCO (The Gulf of Suez Petroleum Company) is a joint venture owned in equal shares by BP and EGPC (The Egyptian General Petroleum Company). GUPCO is responsible for Oil and Gas production in the Gulf of Suez, the Western Desert and the Nile Delta.

HARBOUR ENERGY

In 2024, as a result of the acquisition of the Wintershall Dea asset portfolio, Harbour Energy acquired interests in a number of oil and gas assets located across Egypt, Algeria, and Libya.

Nile Delta Offshore Area
The West Nile Delta (WND) project (17.25% interest, partner-operated), includes five gas and condensate fields located within the North Alexandria and West Mediterranean Deepwater concessions off the coast of Alexandria. The fields are developed with subsea wells and connected via multiphase pipelines to onshore processing facilities.

Nile Delta Onshore Area
The Nile Delta Onshore Area is located onshore approximately halfway between Alexandria and Damietta, and includes the Disouq concession (100% interest), which is operated by DISOUCO, a joint venture between Harbour Energy and the Egyptian Natural Gas Company (EGAS), as well as East Damanhour (40% interest, partner-operated), with operations managed by DISOUCO via a service agreement).

The Disouq concession includes several dry gas and gas condensate fields connected to a central processing facility, which delivers gas and condensate into Egypt's national pipeline system. East Damanhour is a gas field that is developed via a single well tieback to the Disouq infrastructure.

INA

INA has been involved in exploration and production activities in Egypt since 1989, focusing mainly on the Western Desert and the Nile Delta, where it is conducting activities on a total of four production concessions – North Bahariya, Ras Qattara, West Abu Gharadig and East Damanhur, and on the exploration concession East Bir El Nus also in the Western Desert. In recent years, INA has increased its investments in Egypt, with an average production of 1,737 boe per day.

IPR ENERGY

IPR Energy's portfolio of operated and non-operated onshore/offshore assets, totals 14,522 net square kilometers and 3.6 million net acres of oil and gas production and exploration with ten concessions in four regions of Egypt. Anchored by the prolific Western Desert, IPR’s operations also include acreage in the Nile Delta, Gulf of Suez, and Eastern Desert Nile Valley.

KUFPEC

KUFPEC’s sole producing block in Egypt is the Geisum & Tawila West offshore oil field. In addition, KUFPEC holds an interest in the North Ras Kanayes exploration block.

KUWAIT ENERGY

Kuwait Energy (KE) is United Energy Group’s (UEG) subsidiary and has oil and gas assets in the Middle East and North Africa (MENA) region. KE was established in 2005 and acquired by UEG in March 2019. 

Kuwait Energy holds interests in four blocks in Egypt. It has a 100% participating interest in Burg El Arab. Participating interest in Area A, Abu Sennan and East Ras Qattara are 70%, 25% and 49.5% respectively. The Group are operators for all these blocks, except for East Ras Qattara.

As of year ended 2022, Egypt’s 2P reserves were 21.1. mmboe and gross cum production were 8.0 mmboe with gross daily production of 22.0 mboepd.

LUKOIL OVERSEAS

Lukoil Overseas is the operator of the WEEM Extension project with a 50% share, participates in the Meleya project (24% share), and in the West Esh El-Mallaha project with a 50% share.

MEDITERRA ENERGY

Mediterra Energy Corporation is a Canadian energy firm working in the international upstream oil and gas industry, specifically focused on the exploration and development potential in the Middle East and Africa.

Mediterra Energy's assets include the Sudr, Asl, Matarma development leases (100% operated working interest); Al Baraka and WAB Development Leases (with 100% operated working interest in light oil production within Komombo concession); Block 7 and 8 (with 40% working interest in 5.6 million acres of exploration land which surrounds the Al Baraka and WAB development leases). For Komombo, the company has drilled the first horizontal well in Upper Egypt and believes that intensifying investment in this strategic region is the key element that can unlock its true potential.

MOL GROUP

On North Bahariya concession, a total of 22 wells were drilled in 2023, out of which 20 are producers and 2 water injectors, and 1 producer well on Ras Qattara. Regular maintenance activities and implementation of development projects advanced on all concessions. ED-2X exploration well, drilled as gas discovery in 2022, was put into production in September 2023. Accordingly, East Damanhur Development Lease was approved.

MUBADALA ENERGY

Mubadala Energy has a 10 percent participating interest in the offshore Shorouk Concession in Egypt, which contains the supergiant Zohr gas field.

The Zohr field was discovered by Eni in August 2015 and is the largest natural gas field ever found in the Mediterranean, with a total potential of up to 30 trillion cubic feet of gas in place. The field is located approximately 190 kilometers north of Port Said in waters approximately 1,500m deep.

The project was delivered in record time as production in the first phase of the Zohr gas field commenced in December 2017.

Nour Concession
In December 2018, Mubadala Energy completed the acquisition of a 20 percent participating interest in the Nour Concession located in the Nour North Sinai off-shore area.

The Nour exploration block is located in the prolific East Nile Delta Basin of the Mediterranean Sea, approximately 50km offshore in the Eastern Mediterranean, with a water depth ranging from 50 to 400 meters, and covering a total area of 739 km².

Red Sea Block 4 Concession
Mubadala Energy was awarded Red Sea Block 4 by the Government of Egypt in the 2019 Red Sea Licensing Round and the concession agreement was signed in January 2021. Mubadala Energy holds a 27 percent participating interest in Block 4, which is located in the Northern Red Sea in an area adjacent to the prolific Gulf of Suez basin and has the potential to unlock material new oil and gas plays.

NAFTOGAZ

Naftogaz group is implementing two hydrocarbons mining projects in Egypt; development of Alam El Shawish East territory and oil exploration in South Wadi El Mahareeth and Wadi El Mahareeth areas.

PETROGAS

In 2007, Petrogas farmed in to Area A, onshore Egypt. Kuwait Energy Company is the operator and holds a 70% working interest. Petrogas owns the remaining 30% working interest of this service contract with General Petroleum Company S. A. E. (GPC), Egypt.

PETRONAS

PETRONAS undertakes exploration, development and production in Egypt and is also involved in several liquefied natural gas (LNG) ventures:

PETRONAS’ presence in Egypt began in 2001 through their involvement in the North East Mediterranean Deepwater Block awarded by the Egyptian government. 

PHAROS ENERGY

Pharos Energy holds a 100% working interest in the El Fayum oil concession in the Western Desert, one of Egypt’s most established and prolific hydrocarbon basins. The concession produces from 10 fields and is located 80 km south west of Cairo. It is operated by Petrosilah, a 50/50 JV between the Group and Egyptian General Petroleum Corporation. 

Production for the first half of 2024 from the El Fayum and NBS fields net to the Group's working interest averaged 1,395 bopd (1H 2023: 1,349 bopd).

QATARENERGY

In December 2021, QatarEnergy entered into agreements with Shell to acquire working interests in two offshore exploration blocks in the Egyptian side of the Red Sea. Under the terms of the agreements, QatarEnergy holds a 17% working interest in Red Sea Blocks 3 and 4.

In October 2023, QatarEnergy announced the awarded of a new exploration block offshore the Arab Republic of Egypt as part of the 2022 EGAS International Bid Round.

Following the competitive bid process Qater Energy secured exploration and production rights for block EGY-MED-E8 (East Port Said) to a consortium comprising of QatarEnergy (33%), ENI (Operator, 34%) and bp (33%).

In May 2024, QatarEnergy signed a farm-in agreement with ExxonMobil to acquire a 40% participating interest in two exploration blocks offshore Egypt.

In November 2024, QatarEnergy entered into an agreement with Chevron to acquire a 23% working interest in the concession agreement for the North El-Dabaa (H4) Block, in the Mediterranean Sea.

SDX ENERGY

SDX has a working interest in three producing assets. In the South Disouq gas field in the Nile Delta, the Company is operator and has a 55% working interest. In the Eastern Desert, adjacent to the Gulf of Suez, the Company has two non-operated oil interests; 50% in North West Gemsa and 50% in Meseda.

Since becoming operator, the Company has made considerable progress at its South Disouq concession, located in the Nile Delta, where two gas fields were discovered. Firstly, in 2017 the South Disouq field was discovered by well SD-1X, which flowed tested at 26 MMscf/d from the Abu Madi Formation, and was followed in 2018 by appraisal wells SD-3X and SD-4X. Secondly, the 2018 Ibn Yunus-1X exploration well discovered gas in the basal Kafr El Sheikh Formation and was successfully flow tested at 39 MMscf/d.

In April 2024, SDX Energy executed a binding sale and purchase agreement ("SPA") for the disposal of the Company's West Gharib interests. The Company also continues to progress the binding documentation for the sale of its South Disouq assets.

SHELL

Active in Egypt since 1911, Shell Egypt business today spans Upstream Oil and Gas Exploration & Production, and lubricants production and marketing. With the BG integration, Shell is also now a leading player in the development of the local natural gas industry with investments spanning the gas chain from exploration through development and production to downstream projects in LNG, and is operating the largest share of Egypt’s gas production, accounting for over a third of the country’s gas output, which supplies both domestic and international markets.

Shell’s upstream operations are located in the Western Desert and the Mediterranean Sea.

Nile Delta - Phase 11
In May 2024, Burullus Gas Company, the self-operated joint venture between Shell Egypt, the Egyptian Natural Gas Holding Company (EGAS), the Egyptian General Petroleum Corporation (EGPC) and Petronas, agreed to move forward with the development of Phase 11 in Egypt's Nile Delta in the Mediterranean Sea. The development project is located in the West Delta Deep Marine (WDDM) concession. 

TAG OIL

In the Western Desert of Egypt, TAG Oil is developing the unconventional heavy oil Abu Roash “F” (ARF) formation in the Badr oil field (BED-1). Analysis from RPS Energy reserves evaluation indicates the ARF target in BED-1 potentially contains more than 500 million barrels of oil in place, and has a high probability for successful commercial development. TAG is planning to use its expertise in Enhanced Oil Recovery (EOR) techniques that have been proven over many years in Canada, and apply it to this low porosity and permeability reservoir to unlock ARF reservoir in Egypt.

THARWA PETROLEUM

Tharwa was established in 2004 as Egypt’s first joint stock Petroleum Company 100% nationally owned, to execute an upstream operation with two main goals, E&P and Petroleum Services.

Tharwa initiated its activities in exploration in five concessions in the Mediterranean Sea and Western Desert of Egypt. In year 2006 two more exploration Concessions were acquired through the international bid rounds.

In the field of Petroleum Services, Tharwa established Sino Tharwa Drilling Company in 2005. In addition, two more service companies were established in 2007 (Tharwa-Breda and Egyptian Production HH ) to cover onshore rigs manufacturing and oil and gas wellheads, x-tress and different types of valves. The first discovery for Tharwa was “Thekah North-1” during 2006 in the Mediterranean Sea.

In January 2023, Eni announced a significant new gas discovery at the Nargis-1 exploration well located in Nargis Offshore Area Concession, in the Eastern Mediterranean Sea.

UNITED ENERGY GROUP

Kuwait Energy (KE) is United Energy Group’s (UEG) subsidiary and has oil and gas assets in the Middle East and North Africa (MENA) region. KE was established in 2005 and acquired by UEG in March 2019. 

In Egypt, KE has four producing assets: Abu Sennan asset, East Ras Qattara asset, Burg El Arab asset and Area A assets. Three of these four producing assets are operated by KE.

Vaalco's interest in Egypt spans two regions: the Eastern Desert, encompassing the West Gharib, West Bakr, and North West Gharib merged concessions, and the Western Desert, which includes the South Ghazalat concession.
