Shell Expands Operations in Angola

04/11/2025

Shell has announced a significant expansion of its presence in Angola through a new exclusive negotiation agreement with the Agência Nacional de Petróleo, Gás e Biocombustíveis (ANPG). The agreement marks a major milestone in Shell’s strategy to strengthen its position in Sub-Saharan Africa’s deepwater oil and gas sector.

Under the terms of the agreement, Shell will enter exclusive discussions with ANPG to explore and develop several key offshore blocks, including Blocks 19, 34, and 35, located in Angola’s promising ultra-deepwater regions. The arrangement paves the way for Shell’s return to the Angolan upstream sector after several years, reinforcing its long-term commitment to the country’s energy development and economic growth.

This partnership builds on Angola’s broader reforms aimed at revitalizing its oil and gas industry, attracting international investment, and increasing national production capacity. Through this collaboration, Shell will leverage its global deepwater expertise, advanced technology, and disciplined approach to project delivery to maximize value from the region’s offshore resources.

The agreement also supports Angola’s objectives of sustaining oil output above one million barrels per day and creating opportunities for local participation. Shell and ANPG plan to work closely to promote workforce development, technical training, and the integration of local suppliers into future project operations.
