Commercial Service Group Launches Recruitment Company Specialising in Renewables

05/11/2025

Firm debuts as UK government predicts 400,000 extra clean energy jobs will be needed by 2030

Commercial Service Group, one of the UK’s largest public sector-owned organisations, has launched a new recruitment company specialising in renewables, building on over 30 years of clean energy experience.

The new business, Impact Energy Partners, will support recruitment across wind, solar and UK grid infrastructure, helping to address growing talent gap in the renewables industry focussing on transferrable skills. Government reports suggest 400,000 extra clean energy jobs will be created in the UK by 2030.

Impact Energy Partners is the Group’s 33rd trading brand and will complement its broader energy portfolio, including Laser Energy, one of the biggest public sector providers of energy in the UK, and Lumina Energy, which provides consultancy services to SMEs.

Richard Bartlett, the company’s CEO, has decades of experience in energy sector recruitment and believes Commercial Services Group’s legacy of developing green projects, including large-scale solar, will set the company apart from others working in the industry.

Richard Bartlett, CEO of Impact Energy Partners, said:
“Renewable energy is supposed to benefit everyone, what if recruitment for renewables could do the same? Impact Energy Partners has been founded with that goal in mind, and being part of Commercial Services Group gives us the platform and scale to deliver this, putting people at the heart of our energy transition.”

Richard brings over two decades of recruitment industry knowledge to his new role, as well as leadership experience as Co-Founder and former CEO of Consult Energy, a company that specialised in seeking quality candidates in both utilities and renewables in the UK and US.
Based in Birmingham, the company will support renewable energy developers by sourcing the crucial roles needed for national clean energy adoption, with initial focus on operational positions such as engineers and technicians.

Richard added:
“We have a deep understanding of the skills needed at every level, from seasoned energy professionals who can bring essential knowledge to the emerging industry, to graduates who will form the pipeline of talent needed for a resilient future.”

Joining Richard is Melissa France, who brings 25 years of experience in staffing and investment across public and private sector recruitment. She has supported the launch of more than 25 recruitment companies in her time, including scaling one to 130 people in just 24 months.

Melissa France, Investment Director at Commercial Services Group, said:
“Commercial Services Group is committed to providing the very best support to the communities we work so closely with. Impact Energy Partners is testament to this objective, uniting expert recruitment experience with our knowledge of energy industry trends and our support of the UK’s long-term sustainability goals.

“Our expertise in the commercial and public space also puts us in the perfect position to deliver what the industry needs. Our teams are uniquely placed to support the priorities of both sectors, ensuring fair recruitment that will accelerate this critical transition while delivering profits back into local communities.”

Commercial Services Group is a public sector-owned organisation that reinvests every penny back into the communities it serves. Supporting over 22,000 organisations, its services span procurement, HR, energy management, recruitment, special educational needs and disability (SEND) support, legal services, and school improvement.
