Halliburton Plans for Swift Re-Entry Into Venezuelan Energy Market

16/01/2026

Halliburton has reaffirmed its strong interest in returning to Venezuela to support the revitalization of the country’s oil and gas sector. The company signaled that, contingent on regulatory approvals and market conditions, it could resume meaningful operations in Venezuela within months, helping to rebuild and service key energy infrastructure.

Halliburton’s leadership, including CEO Jeff Miller, highlighted the company’s readiness to assist in bringing Venezuelan oilfields back online and enhancing production capacity. Unlike well operators that require long-term capital deployment, Halliburton’s service-focused business model allows for rapid, mobile deployment of personnel, equipment, and expertise, enabling a faster contribution to Venezuela’s recovery efforts.

“Venezuela’s energy infrastructure has suffered from years of underinvestment and operational decline,” said Miller. “Halliburton has a long history of technical excellence and stands ready to support efforts to rehabilitate wells, improve production efficiencies, and restore reliable operations — should the appropriate regulatory framework and commercial assurances be put in place.”

The company’s anticipated re-entry follows recent U.S. government engagement with energy sector leaders regarding investment opportunities in Venezuela’s oil industry and the potential modernization of its upstream assets. Discussions hosted by senior U.S. officials brought together major oil and service companies to explore how private-sector expertise can contribute to restoring output and leveraging Venezuela’s substantial oil reserves.

While challenges remain — including navigating legal, political and commercial landscapes — Halliburton executives have expressed confidence that its flexible service model, combined with Venezuelan and international cooperation, can provide a swift and effective response once proper licensing and assurances are secured.
