The consortium formed by Turkish Petroleum Corporation (“TPAO”) and Repsol has won the right to conduct hydrocarbon exploration activities in onshore areas in Libya through a single bid in the oil and natural gas tender. Repsol is the operator with a 60% share in the project, while TPAO holds a 40% share.
The Libyan National Oil Company (NOC) announced the launch of its oil and natural gas tender in March 2025, after a long 17-year hiatus. The tender included 22 license areas, 11 onshore and 11 offshore. TPAO and Repsol won the right to conduct hydrocarbon exploration activities in the C3 onshore license area through a single bid.
The C3 onshore license area, located in the Sirte basin, covers an area of 8,200 km². The Sirte Basin is known as one of Libya's most productive hydrocarbon basins, as evidenced by past exploration and production activities.
In the 2000s, TPAO operated in the Ghadames basin (NC-188) and Sirte basin (NC-189) onshore areas of Libya; and conducted seismic and drilling operations in Block 147/3-4 of the Murzuq basin.
