Shell Announces Conversion of OPL 245 and Award of New Licences

19/03/2026

Shell confirms that the Government of the Federal Republic of Nigeria has agreed to the conversion of Oil Prospecting Licence 245 (OPL 245), resulting in the granting of two development leases, Petroleum Mining Leases (PML) 102 and 103, and two exploration licenses, Petroleum Prospecting Licences (PPL) 2011 and 2012.

The licences and leases have been granted to Nigerian Agip Exploration Limited (NAE), as operator, to Shell Nigeria Exploration and Production Company Limited (SNEPCo) and to Nigerian National Petroleum Company Limited (NNPC).

Shell will support the activities of ENI as operator to progress the assessment of the technical and economic feasibility of developing the resources discovered to date, and to explore further in the years to come.

At a time when Shell is already deepening its interest in other Nigerian offshore projects and investing further in its own operated deepwater assets, the new licenses and leases provide another addition to Shell’s expanding portfolio of Nigeria offshore opportunities.
