Round XI refers to the concession of 28 perimeters, six of which are offshore, the last in the shallow water area of the Black Sea, ten years since the Romanian state organized the previous auction.

The perimeters put up for auction have perimeters between 700 and almost 1,100 square kilometers. Negotiations of oil agreements begin within 15 days from the date of notification of the winner of the tender, if no appeals have been filed.
