"By the end of the month, the announcement for the first 22 perimeters of round XI will be published in the Journal of the European Union and in the Wall Street Journal. There was a danger that the Round could not be promoted due to discrepancies between oil law, offshore law and the law of safety of offshore operations, and following multiple discussions between the Mineral Resources Agency (ANRM) and the Offshore Petroleum Regulatory Authority (ACROPO), it was decided to “split”, and the 22 onshore perimeters will be offered, for which there is already interest from the interested companies ”, our sources told us.

As for offshore perimeters, the start of proceedings will be postponed, most likely for three to four months, through a separate procedure, during which time provisions will be amended by law (especially the law on offshore safety) which will eliminate overlapping responsibilities. of the two institutions, ANRM and ACROPO, and will create better prospects for the oil companies concerned.

Round XI refers to the concession of 28 perimeters, six of which are offshore, the last in the shallow water area of the Black Sea, ten years since the Romanian state organized the previous auction.

The perimeters put up for auction have perimeters between 700 and almost 1,100 square kilometers. According to the order, the interested Romanian or foreign legal entities will submit offers until 15.00 on the 120th working day, which starts from the working day immediately following the date of publication of the announcement on the organization of the round in the Official Journal of the European Union.

Negotiations of oil agreements begin within 15 days from the date of notification of the winner of the tender, if no appeals have been filed.
